How Malta Utility Billing Works
All electricity and water in Malta is supplied and billed by ARMS Ltd (Automated Revenue Management System), a government-owned entity. There's no choice of supplier — ARMS is the only option.
Bills arrive every two months (six billing periods per year). Each bill covers both electricity and water. Bills can be paid online, at post offices, at BOV/HSBC branches, or through direct debit.
Electricity Tariffs
Malta uses a progressive tariff system — the more you consume, the higher the rate per unit (kWh). This is designed to encourage conservation.
Domestic Tariff (Residential)
The tariff structure is divided into eco-reduction and non-eco-reduction periods, and further by consumption bands. Simplified:
- Up to 2,000 kWh/year: Lowest rate (~€0.11-€0.13/kWh)
- 2,001-6,000 kWh/year: Middle rate (~€0.13-€0.15/kWh)
- Above 6,000 kWh/year: Highest rate (~€0.16-€0.18/kWh)
On top of the per-unit charge, there's a fixed meter charge and an eco-contribution surcharge.
Why Summer Bills Are Higher
Air conditioning is the primary driver of high electricity bills. A single AC unit running 8-10 hours a day in summer consumes roughly 20-30 kWh per day. Two units in a 2-bedroom apartment can consume 40-60 kWh daily — pushing your bi-monthly bill from a winter €150-€200 to a summer €300-€500.
Tips to reduce AC costs:- Use inverter AC units — 30-50% more efficient than older fixed-speed units
- Set to 24-25°C rather than 18-20°C — each degree lower increases consumption by ~8%
- Use fans alongside AC — feels cooler at a higher thermostat setting
- Close blinds and shutters during the day to reduce solar heat gain
- Service AC units annually — dirty filters reduce efficiency
Water Tariffs
Water is also progressively tariffed:
- Up to 33 cubic metres per year: Lower rate (~€1.40/m³)
- Above 33 cubic metres: Higher rate (~€5.30/m³)
The jump is significant — exceeding the threshold roughly quadruples the per-unit cost. Average household water consumption in Malta is around 30-40 cubic metres per year.

These are approximate annual averages, including the eco-contribution:
1-Bedroom Apartment
- Electricity: €800-€1,200/year
- Water: €150-€250/year
- Total: €950-€1,450/year (~€80-€120/month average)
2-Bedroom Apartment
- Electricity: €1,200-€1,800/year
- Water: €200-€350/year
- Total: €1,400-€2,150/year (~€115-€180/month average)
3-Bedroom Apartment/House
- Electricity: €1,500-€2,500/year
- Water: €250-€400/year
- Total: €1,750-€2,900/year (~€145-€240/month average)
These figures assume normal AC usage in summer. Households that run AC heavily can easily exceed these ranges.
Understanding Your Bill
ARMS bills contain:
- Meter readings (previous and current)
- Consumption in kWh (electricity) and m³ (water)
- Tariff band applied
- Eco-contribution
- Meter rental charge
- Total due
If you're a tenant, ensure the meter is transferred to your name. Otherwise, the landlord receives the bill and may pass it on with an unexplained markup.
Solar Panels
Malta gets abundant sunshine, making solar panels an attractive option for homeowners (less so for apartment dwellers without roof access).
A standard residential solar panel system (3-4 kWp) costs €3,000-€5,000 after government grants. It can generate 4,500-6,000 kWh per year — enough to cover most or all of a household's electricity consumption. Excess electricity is fed back to the grid and credited against your bill.
Government grants for solar panel installation are available through schemes administered by the Regulator for Energy and Water Services (REWS). Check the current scheme on their website.
Money-Saving Tips
- LED bulbs throughout — if the property still has incandescent or halogen bulbs, switching to LED is the easiest saving
- Efficient appliances — when replacing appliances, choose A-rated energy efficiency
- Water-saving fixtures — low-flow showerheads and dual-flush toilets reduce water consumption
- Programmable thermostats — for both AC and water heaters
- Off-peak usage — while Malta doesn't have time-of-use tariffs for domestic users, reducing overall consumption keeps you in the lower tariff bands
- Insulation — even basic draft-proofing around windows and doors can reduce AC/heating requirements
